HOW DO I PARTICIPATE?

Valid instruments to promote citizen participation are described below:

Citizen contributions

This is the most basic participation instrument through which any person or group can make specific proposals on local public action. To do so, they can contact the City Council or the specific department/area related to the matter of their interest, indicating the subject of the proposal, a statement detailing it, as well as the action they propose to be adopted by the Local Administration. It is recommended that the local administration respond to the proposals made within a maximum period of one month.

Public Consultations and Participatory Deliberation

Public consultation is understood to be the structured procedure by which the City Council surveys and collects the opinions, proposals and suggestions of the registered population on a specific action or initiative of general relevance or impact (e.g. plans, determining programs, local strategies, as well as other planning instruments -PGOU-), by means of questionnaires or surveys that combine closed and open questions, preferably by electronic means, and with the aim of obtaining a qualitative and quantitative result on the issues that are the subject of the consultation.

a) Information phase: Period in which information is made public and citizen participation is allowed.

b) Deliberative phase: Period in which opinions, proposals and suggestions from society are collected, where appropriate, through telematic and in-person means. Those wishing to participate must register.

c) Feedback phase: Period in which contributions from citizen participation are collected, evaluating the proposals and guidelines with the option of accepting or rejecting them, as appropriate.

Participatory budgets

Instrument for direct participation by citizens and civil society, which aims to generate contributions regarding the process of preparing the expenditure plan for the General Budget of the City Council and on the destination of a portion of public funds.

Forums for citizen participation

Temporary procedure to gather the opinions and proposals of a group of people designated exclusively by the Local Administration, seeking a balanced presence, on certain initiatives or actions of the government.
